Proposals need to show that the host country is receptive to the model and must address how local policies, education requirements, and government procedures will be incorporated so the program can operate smoothly and last beyond the grant period. Strong applications also demonstrate real host-country buy-in, meaning clear collaboration and support from government counterparts, local education authorities, and the agriculture community.
A central expectation is that the grantee will recruit and manage a cohort of U.S. Fellows. Fellows must be U.S. citizens with at least a bachelors degree in an agriculture-related field and should ideally bring teaching, agricultural skills training, and curriculum or program development experience, plus familiarity with U.S. school-based agricultural education and youth extension models. Each award is anticipated to support up to nine Fellows, with fellowships typically lasting 8 to 9 months aligned to the host country academic year. The recipient organization must run an organized recruitment and selection process and is required to consult with the National FFA Organization and the National 4-H Council on Fellow selections; the applicant must identify its 4-H and FFA subject-matter-expert panel representatives within 30 days after negotiations. Final Fellow selections must be submitted to USDA for final concurrence. Even though Fellows may be assigned to different sites within a country, they are expected to operate as a coordinated cohort rather than isolated placements.
Program design must be tailored to the selected country and should include a suggested curriculum for Fellows that matches local needs and aligns with both USDA and host-country agricultural policy, development, and extension goals. USDA also emphasizes content that supports climate-smart agriculture practices and encourages activities that can strengthen bilateral agricultural trade between the partner country and the United States. Applicants are expected to describe how the fellowship will complement or coordinate with other U.S. government and USDA-supported international programs where relevant, such as the Borlaug Fellowship Program, Cochran Fellowship Program, Food for Progress, McGovern-Dole Food for Education, Local and Regional Procurement, Peace Corps, USAID initiatives, and other related efforts operating in-country.
Monitoring and evaluation is treated as a required, structured component rather than an afterthought. Applicants must submit a draft evaluation plan that lays out performance goals, an activity-level results framework, indicators and targets for each major activity, and a plan for collecting baseline and ongoing data to measure outputs and outcomes. Alongside formal reporting, USDA encourages a strong social media presence that documents ongoing activities, and awardees are expected to provide regular implementation updates to USDA/FAS in Washington, D.C., and to relevant FAS overseas offices as applicable.
Because Fellows are U.S. citizens living and working abroad, safety and security planning is a core requirement. Applications must demonstrate that security conditions have been assessed for the proposed country and the specific regions where Fellows would be placed, and they must explain the measures that will be used to protect Fellows. This includes providing safe living accommodations (for example, secure dorms, vetted host families, or private transportation arrangements when appropriate) and coordinating living and operational plans with U.S. Embassy Regional Security Officer recommendations. Applicants are also expected to include safety and security self-defense training as part of orientation and to work closely with the USDA/FAS IAEFP team and, when needed, U.S. Embassy personnel and FAS overseas offices on placements, partnerships, and risk management.
From a funding and competition standpoint, USDA anticipated issuing up to two awards in this cycle, with an award ceiling of $1,000,000 per award. Eligible applicants include public and state-controlled institutions of higher education, private institutions of higher education, and other eligible entities as described in the full notice.
