USAID/Guatemala issued a pre-solicitation notice for a planned activity called the Key Populations Combination Prevention Services Project, also referred to as the HIV Prevention for Key Populations Project. The notice, dated January 18, 2019, was not an open application period or a request for proposals. Instead, it was an early market and stakeholder consultation to gather feedback on a draft Program Description (PD) before USAID potentially released a formal Request for Applications (RFA) in the following months, assuming funds were available. Interested parties were instructed to request the full draft PD by emailing guatemalaproposals@usaid.gov.

The purpose of the future project is to strengthen HIV prevention efforts for key populations in Central America, with an emphasis on combination prevention services, early detection of HIV, and better linkage to health services for people who test positive. USAID emphasized that it wanted to refine the activity scope to improve clarity, maximize development impact, and ensure strong coordination with existing HIV programming in the Central America region, including efforts connected to PEPFAR-supported country programs.

A major feature of the notice was that eligibility for any eventual award would be restricted to local organizations, using specific “local entity” standards. To qualify, an organization would need to be legally organized in, and have its principal place of business in, the PEPFAR-served country where it would work. In addition, for FY 2018 the organization would need to meet thresholds that demonstrate local ownership and leadership: at least 75 percent beneficial ownership by citizens or lawful permanent residents of that country; at least 75 percent of total staff and 75 percent of senior staff being citizens or lawful permanent residents; and, if the organization has a board of directors, at least 51 percent of board members being citizens or lawful permanent residents. These requirements signal that USAID intended the activity to be implemented primarily through locally led institutions rather than international primes.

USAID specifically asked stakeholders to provide practical comments and recommendations on the draft PD, focusing on how to improve the design given limited resources and real-world implementation constraints. The questions USAID posed centered on whether its three current strategic results areas were sufficient to accelerate prevention and early identification of people living with HIV and connect them to care; what country-specific HIV prevention challenges stakeholders see in the countries where they work; what obstacles commonly block expansion of prevention services among key populations; and what relevant management experience respondents have implementing international cooperation programs in Central America. USAID also invited any other constructive feedback, questions, or recommendations that could improve the eventual activity design.

The submission instructions were straightforward and time-bound. Comments were due by February 8, 2019 at 10:00 a.m. Guatemala time, submitted by email to Fabiola Loy at guatemalaproposals@usaid.gov. Responses needed to be concise and specific, no longer than five pages, and could be written in either English or Spanish. USAID also cautioned respondents not to include proprietary information because submissions could be used without restriction and might be incorporated into a future solicitation.

Finally, the notice included standard government disclaimers to avoid confusion about the status of the opportunity. It stressed that this was strictly for planning and information gathering, that USAID would not consider proposals or applications submitted at this stage, and that the notice did not obligate the U.S. Government to issue a solicitation or make an award. Participation was voluntary, respondents would not be reimbursed for any costs incurred in preparing comments, and USAID would not necessarily provide feedback on how submissions were reviewed.
